Guess What I Am Building Here

Ten seconds, a few parts spread out on the table, and no explanation attached. I wanted to find out whether anyone could work out where this is heading from the components alone.

It is a habit of mine to post the pile before the project. Half the fun of building something is the stage where it could still turn into several different things.

The full build follows once the thing actually does what I want it to do.
